International Council for Human Rights (ICHR), among other causes, is committed to providing assistance to the people of Jammu & Kashmir to achieve their right to self-determination and promotion and protection of this human right within the United Nations framework and international and humanitarian laws. It is for this reason that the ICHR Board of Directors in April 2003 took the unanimous decision to open the Kashmir Centre EU at Brussels.

The International Council of Human Rights (ICHR) officially opened the Kashmir Centre on October 8, 2003. Reinhold Messner , world famous mountaineer, author and MEP together with Liz Lynne , actress, former U.K. M.P. and now MEP, assisted the Executive Director, Barrister Majid Tramboo in cutting the ribbon to officially open the ICHR Kashmir Centre.

Barely six months after the Board of Directors of the ICHR made the unanimous decision to have an office in Brussels the door was opened. Barrister Tramboo, keenly aware of the long and bitter suffering of the Kashmiri, ensured that this project moved from conception to realization with remarkable speed. Mindful as well of the gravity and urgency of the plight of the Kashmiris, the brief opening ceremony was followed immediately by a luncheon Roundtable on Kashmir -A Nuclear Flashpoint
